    Check the bottom of const.scp:
    Code:
    [UpgradeCore]	Grade_Value	E_Default	Enhance
    0	1	100	100
    1	2	100	100
    2	3	52.5	100
    3	4	41.25	100
    4	5	30	60
    5	6	18.75	30
    6	7	8	15
    Grade_Value = the +
    E_Default = % chance of success with a normal core
    Enhance = chance with an enhanced core.

    I have recently discussed this on my gm tools topic. Using the existing stored procedures you can only send to specific char ids so unless there is a special number like 0 to send to all a new stored procedure would be needed.
