This means you don't have any connectivity between windows and centos. Either you manually set the wrong details in the centos network settings or your vmware settings are wrong. The guide below explains the 2 types of network there are and how to work out the correct settings for yours.

Type ifconfig to get centos ip.

ok , now i can ping my windows ip but i can't connect to winscp (connection refused)

becouse your connection are wrong
this is your windows ip 192.168.0.4
set your centos ip to 192.168.0.5
when config your centos ip look at your network and see the gateway and subnet mask
put same subnet mask and gateway on centos ip

i have do it the screen are old i can ping all of my lan and wan but i can connect with winscp

If you can ping both ways then only a firewall in the way or SSH not being running can be at fault. Check the iptables service ("service iptables status" if you have no desktop) and the "sshd" service too.
