For the attack power issue, You have to search for the hex code of the color in your a3client.exe and change it as per your need.
Map's NPC coordinates can be edited by editing the .n_ndt file of the desired map which is located in your zoneserver/zonedata/map folder.
I cant understand what do you mean by setting monsters.

by which software???
and i need to edit monster powers and time rate,drops rate etc.
plzz tell me in deatils
by which software i can do that all things...

TO edit .n_ndt files u need to hex edit them by understanding the pattern.
To Edit monster properties, search for MonsterEditor tool which was released months back !
