Still cant create Guilds

Damnit im desesperate now...

I Tried to create the items into order to make guild
(grail and the blue book)
=> dont work

My friends and i have made the "QUest", in order to kill the boss to obtain the grail, then tried to make guild
=> dont work

So i was wondering...is it because of server setup ?
My serv is 1.21, released from Akaruz.
He says in his post, that Guilds works...so i may have miss something...

I was wondering...is there a way to make Guilds manually ?
