SP3 and 4 for mssSQL 2000
and an ODBC connection to the account database helps. (i think)
and you need to run the starting query (SN.txt){Don't forget it is in two parts}
Then you should be good.
I've got all that done, including the query...
All works fine, but session doesn't :s
Instead of putting in your LAN ip put in the local computer ip. 127.0.0.1
Look at server config files your sql login and pwd if correct,
maybe you need to reinstall mssql 2000 + service pack 4(most people
goes wrong with this step), restore db's, run the query's at sn.txt

Make sure the user your using for the server file .ini's and in the database has permissions to billing, character, and cash aswell. Go to Security -> Logins and right click the user you made for the server files and click properties. Go to the last tab, are the other 3 databases checkmarked with dbowner privladges? Try that and let me know what happens.
