Server Control Release won't execute

Says the side-by-side configuration is incorrect. I tried running it via the SMC tool as well as running it directly. When doing it the SMC method, it says that

Connect to Immigration Server Failed [127.0.0.1:1001]

The application has failed to start because its side-by-side configuration is incorrect.

This error occurs when a required vs redistributable is not installed.
Dragonica requires

You must be registered to see links

(2005 redistributable)
for all of its tools/applications.

Adept files also require you to install

if you still encounter errors make sure you have the 32/64bit versions respectively and have fully restarted your device.
