How to make Minecraft server with the pokemon mode?

It's a mod called Pixelmon - http://pixelmonmod.com/
You can download/install the mod from this site (you need the client to play), but for the server, you can either download the files from here or some hosts actually have 1-click installers for this. So if you were looking for hosting, I'd recommend (Shockbyte - https://shockbyte.com). You can install a Pixelmon server in 1 click with their servers.

as far as im aware, as mitchell said, even if you have a pixelmon server all your users need to have the pixelmon client

I would not recommend that you create a server with the mod yourself, because firstly it is very difficult and I’m more than sure that you will encounter problems, and secondly, if you configure the server incorrectly, it will simply be blocked due to the use of the mod and all your efforts will be wasted ...
