How to add Chat Global in all map

Hi all !

I come from Mexico country.
I had problem in server file
I have a problem with Global Chat Systems.
Hope you can help
i had use quantumfusiion client 1973.
and i had use client clara to debug problem
Debug in offset /TRADE> still wrong. Global Chat don't work !
Tell me how to be able to add offset Global chat
