Level difference in Party

I know this has already been posted before but it appears some of the post have since been removed or edited.. Basically I am trying to figure out how you can adjust the Level Difference allowed to party from 10 to say 20..

ie; Char1 is Lv80, Char2 is Lv91, they cannot party due to "Level difference to big"
