Making an English Server

Hello,
I've been looking to make a RO server, and have looked through a few guides.
The one I am following at the moment is the stickied one. However, there are a few points on which I am unclear about.
Reading through a bit more of the topic, I read that the server created by that guide is not in english, but in other languages.
As such, I would like to know if I am correct about this and, if so, what other steps I should take to make it english? I have seen the guide on translating the installation, but is that all I need?
Also, are there any other steps that I should take not in the sticky guide? I've seen a few steps on other guides which seem to different, so I was wondering if the sticky is all I need.

Basically, I'd just like to know if there is anything else I need to do to make a more or less complete english server.

P.S.: Also, would it be wise to install both Sakray and KRo, or is Sakray enough by itself?

EDIT: Got Server up and running.

However, it seems that none of the NPC's, warps, characters work. I believe that it's a packet version issue, but I'm not exactly sure what I should do to fix it.

if u use older client, and ur running on packet 9 version of map.exe... it will be a real problem.. try to use packet 9 exe of ur client

I managed to get it running more or less perfectly.

Is there anyway to make the cursor move faster, though? It seems quite slow to me, or maybe it's just me.
