3 Mandara Zones in Character Select?

Hello, could anyone help me with this issue?

When I log into the server and select character it gives me 3 options of "Mandara" when I click on 0 it says "Too many players are logged on" this is tested locally so I am the only one who is connected so it doesnt make sense, sometimes it also works.
When I put my character on other map like Shambala or Jina it can login no problem and teleport to mandara using Ziva Pustika or Q. Ziva Pustika can teleport to Mandara without any problem.
