Anaka level limit to 77

Hey guys, I've been developing my own tantra server for a while now almost 2 months,

I wanted to do some changes in my server by making anaka kruma accessible from level 30 to 77

I changed the settings.ini in Zone 20 to

min: 30
high: 77

But when I click the portal in mandara the text shows "brahman castle" which is high kruma

I went in and I got into the high kruma zone

so I changed my Zone 10 (High Kruma) settings.ini to

min: 78
high: 200

Re-ran my server and did the same process, same thing happened

Can anyone help me out?

Does this have anything to do with my param?

The levels for kruma are hard coded and cannot be altered by changing it in the param.
