If you look over your param you can look at the zone IDs that is what the ### represents. As far as the /IDHAN you must be using a gm maiden as all gm settings in your GMTool. You cannot use a regular character or a gm maiden that is able to attack others. This is strictly for GM Maiden with GM capable commands only. Try the command /IDHAN with and without the whisper command. In some circumstances it works without it but, that will depend on your zonesrv.exe. It is pretty straight forward. EX. whisper code /IDHAN MESSAGE HERE
