GMTool Buttons Greyed Out

I can log into the the GMTool in game but, having issues with use of the buttons. None of them are available for clicking. I receive an error from the DBSRV.exe "wsa_Readadmin (1),112". I have the correct ports opened, ODBC is correctly configured, all configuration files are correctly configured, GMPermissions is set correctly in the DBSRV folder, the database with GMInfo is set correctly but, still I am receiving the error. Everything else connects without issues except the GMTool for some reason. Any ideas would be appreciated here. Please comment below so that I can find a resolve to this error. BEFORE ANYONE MENTIONS IT, THIS IS NOT A PORT ISSUE. I am on a dedicated server with all firewall settings disabled so basically means all ports are exposed no matter what.
