Refining Stones and Maximum Refining Level

Is it possible to edit/modify the stones and increase the maximum value of refining level?

Ex:
Azis = 1-5
Surapa = 6-10
Prajati = 11-15
Gavi = 15-20

It is possible with GM Tool but I can never find out what connects the Gavi to the Client/Server side as a stone for 13-15 only, the only clue is that the iRefinableItemType which is 6271, I don't see it on HTSSetting or other xml so it's most likely on HTLauncher and Zone.exe

Has anyone ever tried this? If so can you give any pointers/hints?
