[Help - WOI ] How to use spwan npc function

Does anyone know and share how to activate/use spwan npc function?
Spwan is the function in-built in woi for reset character lv.
In SystemConfig.xml , it affects the Metempsychosis1 tag if set to 1.

Tried adding and test to every single npc -- not work
Tried using script, SetSpawnCount, GetSpawnCount -- not work
Tried direct adding into db -- not work


As you can see below, it should be able to reset up to 9 times
