[Help] Server can't respond

I have create a roleplay server ... and i have compile.
This is the server.cfg

and i enter my room with rcon password .. and server don't respond ..
Please Help me to make my server respond

Make sure you replace some files so that the server is 0.3e or u can install 0.3c

Update YSI.inc and the plugin and recomplie all scripts that use YSI.

Its Easy, Goto SA-MP San Andreas Multiplayer mod for Grand Theft Auto (GTA SA) then download samp 0.3e Windows server, then config the server.cfg then try to Run, if you got any problem Let me know. :)
