    Need help opening these files

I'm creating a skill calculator for luna plus (with 6th tier jobs). I can't find skill calculator that include 6th tier jobs so im trying to make one but I can't translate these files to english, tried to open them with mhbinpacker and export to text, then open with Microsoft excel/word but still even trying all the encoding and translating to google... everything still looks gibberish.

    Files:
    SkillList
    Skill_Get_List

First things first, Luna Plus switched to the PackingTool.exe, mhbinpacker is for classic clients because it does not have the updated encryption key for the newest bins. The PackingTool.exe can not open these files for reasons above my head, and the mhbinpacker opens then without matching the encryption keys, therefore it does not know how to translate the data inside, which leaves you with a mess of encrypted code. Basically a good place to start is what client is this from, and a download for it would be helpful.

P.S. I found this one interesting, jM2.me's Bin to txt converter throws a fun little error. :D
