Why I Can't Use GM Tool

please, anyone why I can not use gm tool? when I have a client that I use GM build your own from source jM2me,
and I have changed the user level to 4 (manager) but when I log in I do not find gm tool? I do not see GM tool out of the client, please help me

To open the GM manager, press CTRL + SHIFT + ENTER

I don't sure we are the same but please try this

1.For My Server , GmTool can open by ALT [ Left ] + Enter
2.Make Sure yr Client include GMtool while build client
3.Check on User Level , that i think your checked
