To really play offline, you need to use a local patch-server so the game pulls the update information from your local network instead of the internet.

Every XAMPP with the result of a QuickPatch run should give your exactly what you need. Just hex-edit the local address into your ProjectG and you should be good to go.

Can You guide me carefully .I do not understand how to do. My english is very bad. Thanks so much!

Thank you.I was successful with hex editing.I use IIS.Thank you very much.
    Grab the updatelist from http://patch.pangya.in.th/patch_S4/updatelist
Get portable XAMPP, IIS or whatever webserver you like up and running on your local machine/server.
Create a new directory patch_S4 in the htdocs or webroot folder of your webserver and place the updatelist you grabbed in it.
Open your ProjectG.exe with a hex editor, search for patch.pangya.in.th and replace it with your machine's hostname/IP address. If your modification uses less characters than the original address, fill up the rest of the address with the hex values 00.

You probably want to get a copy of QuickPatch if you don't have it already.

Using QuickPatch you can create the contents of a Pangya patch, including the updatelist.xml. It's the easiest way to create an updatelist.xml that will work with the S4.9 client.

Simply speaking you copy the output files QuickPatch produces to a directory on your webserver's htdocs or wwwroot, hex-edit the URL in your ProjectG.exe accordingly and you should be good to go.

The details for this process depend on your environment: domain name or IP address, subdirectory and patch contents are up to your own volition.

The instructions you quoted are the basic gist of it, there really isn't much more to do. :)
