and as I can not fix ..

That's a problem with the repacked client you're using. The UI is messed up in various places, the IFFs are broken - in a nutshell: It's a bloody mess.

Grab the original 580.05 client setup, install the client, apply the offline-patch to 584.02 or 584.04, grab a hexed exe (or use the one from the repacked client) and be happy. Downloads and translations are available - as you'd expect - from the Downloads forum.

This approach gives you a much more consistent, cleaner client. Also, I'd recommend you don't repack your PAKs but go through the trouble of setting up your own patch-server and leave the original PAKs untouched.
