no server list?

ive got the same problem like the following thread.
what is the problem? i also get the same logs, all should work fine, but i cant see a server.

my gameserver ini looks like this at the end

[DATABASE]
DBIP="PANGYA_S4_TH"
DBUSER="sa"
DBPASSWORD="xxxx"

[PUB_DATABASE]
DBIP="ini3_py_account"
DBUSER="sa"
DBPASSWORD="xxxxx"
could it be that im missing the host? like DBHOST=IP or something?
