Never saw something like that. Visual C runtime is installed ( https://www.microsoft.com/en-us/down....aspx?id=53587 ) ?
Maybe some console problems with your localized windows version ?

Could be the windows system language ? Server may not support correctly some asian languages. Here it seems you install it on a Korean Windows.
It's just an opinion. It may something completly different
