You need structorian or dat editor. You also need strs and you can translate language.edf item.edf/quest.edf and character/skill and
forceskill
Add more if i forgot anything i have never attempted to translate a client

You're correct.
Just use the en-gb folder as a base and modify all the files to your own language. Simply translate each English string to your own language and eventually you'll have it all finished.
Its a lot of work but if you're wanting to target a specific culture then its worth it.
