Some files can be viewed normally.But some files, why can't I open them?

that is why I ask you which files and on which folder, it's possible that the extension is dds but the files is not exactly dds

I tried everything and still can't open it. (but in the game it works but can't open the image to edit it)

use dx3+a preset for save dds in photoshop plugin

Very likely you have a mix of .dds and .rft files after unpacking.

RFT is a dds file with the header scrambled but readable by the game.

You'll need to convert those .rft files to .dds First changing the extension to .rft so the tool can read it.
