the logic is simple,
but firstly you need to create a new column in your tbl_rfaccount for the ip..
in your register.php write a query that will check the ip and posted it
then create a rule to check the ip, if the result < 3 then continue to insert the new account also with the ip, if not then stop..
thats the logic, the rest is your homework..
