My server using another router now
when my server run the launcher, its okay, i can login into game
but when im using another computer (client), when i run the launcher, there is stuck "downloading patch info"

have you setting port forward to your router firewall -> nat

Yes, already setting all port, but same result, only can run in server
In client stuck downloading patch info

Can be one of two things Client or firewall use cports ot tcpview to determine what port is being blocked.

in computer server when i see in view tcp view its normal

when in computer client, port and ip localhost

same launcher client and server
