    I want to increase the effects of the passive skills and remove any negative effects. Can I do that by above stated method?

    but wont that just change everything client side ??
    wont u require to remove the negative effects server side too ? or that would be client hacking :P

    Yeah you need to edit both server and the client side! Well even if u edit client side only what happens is that the client doesnt display the negative effects but you have them indeed! So you need to edit them server side also!
