But the file I downloaded from that link is unable to extract, Showing the error, the file is either with unknown format or damaged.

Can U Reupload it please ?

Use IT0.ull IT1.ull IT2.ull and IT3.ull from an English client, convert it to bin files, rename to 0,1,2,3 and paste them in the Item folder in Zonedata.
