Learn .Net platform. It has very good languages to create emulators, updators, GM tools etc. especially Visual C++! Its very hard if not impossible to make updator just by using core C++..
by learning C++ you need to develop the concepts of OBJECT ORIENTED programming and all the control statements, iteration exception handling etc.....then you can use the class, objects, namespace ( in .net 2010) for downloading the files from the internet... by checking the client version from the ini file...
thats your updater..moreover there are snippets which are available on the internet which helps for beginners..just google them

Give me a screenshot. Maybe I remember what's the problem.
As i run the updater . Its starts Checking version and Starts Downloading Then THis opens....
