How to Fix Quest Bug in 4story

Hey guys,
I have the problem that I cant access one quest ine the time-traveler mission .
I have checked the position from the NPC and it seems right.
Do someone know what I can do?

Yeah! I see that everything for these Quest are empty.Could you maybe explain what "bConditionType and dwConditionID " are for?

if im remember conditionstype is like "level min" and conditionsid "20" for exemple.
you just need to know id of type is level min or level max etc...
conditions id is value (if im remember but i don't have time to re looking it
