Right now i'm busy i'm installing a new server for host Perfect World :)
I downloaded from the link provided on the OP twice and extracted using winrar, both times said file was corrupt. I already have the arc client, I'll try your autopatcher later.

and also u start at level 40
this week will have incoming update where all skill will be auto learn when you create your character so as we are focusing PVP server then you wont have to do all quest for use all skills :)

there is no 2 website
only one is website the other one as name says : Gamecp = Game Control Panel
the website registration is disable and it doesnt affect the game registration as it's on gamecp one
about patcher use english one and unpack into your Main client folder ><
u wont able see vote till u are not logged in game
all vote are on gamecp
actaully nvm played a while and unistalled :D
