Of course VIP affect Custom Jewels too, whole Chaos Machine, etc. and yes its without luck, u have +5% chance. if u have Luck, so it have 30%+

Is not level 5 its level 4 :P and yes there are level 4 wings in game + archangel weapons and more. check website and forum for more info :)
