its actually not a language bug, your computer is missing the right font.

1. Close game client
2. Download the missing

4. Alternatively you may download the missing font and copy it to C:/Windows/Fonts or Control Panel > Fonts

There is a patch somewhere around here that fixes this. There's something wrong with ItemLevel.txt; but after the patch, the starter Rings (Lv 40 & 80 drop ones) still won't work.
