I developed my own tool a long time ago and it still serves me well (and I have no plans to release it, so no need to ask :) ). If you want to get into IFF editing but don't want to program your own editor, I highly recommend a good hex-editor like WinHex - it's way better than relying on a pre-made application you don't understand. None of the public editors are any good, either because they're no longer maintained, because they contain errors in the file layout or both.
