I have the HoloCMS 3_1_1_53 and it isn't in there. I'll try searching for the v3.0 though and see if I have better luck.

ok np, i've just been downloading random sources trying to find one with config.php and have yet to find one with it, so i gave up for the day. i'll continue tomorrow after i'm done with a project i'm working on right now. thanks anyways.
