Smoke/snow in the client.. (Lobby screen)
I believe it's one of the bg.tga.xml files in texture\UI folder. At least, I assume it is since the background itself is bg03.tga and the tree background is bg.tga. Assuming its between there somewhere, but so far i been unable to find it.- Sezrma
