4.x instances not loading from respective portals

Hello,
I am working with AL 4.5.14 and it seems several instances, including the following list, do not launch when clicking on the button on the quest box after right clicking the portal.
- Illuminary Obelisk
- Eternal Bastion
- Danuar Mysticarium
- Idgel Research Center

Infinity Shard lets me in no problem.

Where would I go to resolve this, and could I make a custom portal to allow for terath dredgion access? The instance works itself going there PERFECTLY but need a way to port there for normal users.

I figured all this is done within the portal xml files but not sure what to do.

update: im working on getting eternal bastion working, but I don't have an X Y Z for next to Commander Lysander.

Just teleport to him using his NPC ID, then do a GPS.
