Shard Manager dont want to start.

Everything works fine, just that shard is messing hard with me. Been trying for 2 hours to get it fixed, reading this forum, but i failed :(

If you don't see images.. here you are

problem is at billingserver
1)check ips inside asp files
2)check if billing is reacheable
3)check if asp support is enable on webserver

I just checking setting in IIS and put IP in .asp file (after have name user)
