Staff not having staff cata?

I'm using Phoenix 3.11.0 Open source fixed posted on here somewhere anyway.

Only Rank 7 has "Staff" catalogue, when im trying to make it for rank 5 or 6 it doesn't work for them i update catalogue etc but nothing works. please help.

Did you try restarting the emulator instead, or making the rank lower/higher than your desired amount?

Yep i reset emulator twice now. still rank 5 & 6 do not have the perms & Staff cata that i have set.
