I added some new ranks in my hotel, fresh install and all that stuff but when I want change permissions and I do :update_permissions nothing has been changed?

What did you change and how come you are 100% sure they didn't change?
Also provide more information like emulator etc.
Help threads that lack default information rarely gets answered.

I answered something like this in a previous thread, if people would just search. You need to try use a different emulator as it's probably not coded right (a fresh Phoenix 3.11, not a cracked one). Something as old as Phoenix is barely supported anymore anyway.
An older emulator like 3.8.1 or an other like gold tree?
Other 3.11 is working, but one time? WTF!
