well Original DBO after you charge your RP
it's about 5 to 7 seconds to your rp decrease;
5 to 7 is impossible. I watched multiple videos and always 15-18 seconds until rp starts to decrease.

about SlotID its random because its up to the player when he/she will going to have that skill

it wont decrease even i died many times. its still 100

Nooo, it would go away if you die. But I can't remember how often. At least for scouter it would go down by 20 if I am not mistaken. As for armor and weapons, I have no idea..
