What emulator are you using ?
Most of the publicly released emulators are not going to be scripted to allow bans over proxies (maybe there's an 'edit' release of an emulator that has such?).
But personally I don't see any possible way of succeeding with IP banning through a proxy as it protects the client too. Maybe the bigger hotels use their own proxy that they can alter to their liking.
I'd also be very surprised if there wasn't a proxy provider that had a feature where you can add IPs to a list for blocking, or even somehow protect the outgoing packets of a server without protecting the incoming details of a client.
I was running a hotel some time ago, and had the same problem. We had to ban IPs manually from the database or in the housekeeping. We were using Gold Tree Emulator, and I noticed that all the users were connecting with our proxy IP. It was the same thing with all 3 proxies.
I would love to if anyone knows how to fix it. :)
There's normally a setting in your server_settings which states (Ban via last ip)

When people are using phoenix / goldtree it is mainly down to 1 of 2 things.
first -
Your cms is not updating the last ip on your client page while its loading
second -
your server_settings need to have 1 for iplastforbans where the default is 0
I don't exactly see how the emulator would view the IP of the actual connection though if it's being run through a proxy unless it has been coded to log/ban in a completely different and complex way - and as far as I'm aware, none of the edits/releases I've come across can do that unless it's some big hotel that's coded it privately :D:
