Had Mercury emulator running but decided to go back to r63.
Now when I start Phoenix 3.11 emu I get this error

edit your mysql config file, then restart your mysql in services.
To add more detail to Johno's response, you need to go to the my.ini file of your MySQL installation and edit the max connections, then go to your Services and restart MySQL (or XAMPP if using such). This will help you out: http://dev.mysql.com/doc/refman/5.5/...nnections.html
