Hello there.
Have you tried to change the emulator ports? I can see that the game.tcp.port is set to the default MUS port, try change the game.tcp.port to 30000 and the mus.tcp.port to 30001. In the client make sure the port is 30000 or the port for game.tcp.port that was set in the emulator configuration.
Also, try to turn Windows firewall off. If you don't know where to find the Windows Firewall settings go to
Start > Control Panel > Serurity > Windows Firewall > Turn on or off firewall (If I remember, that was the correct path...)
If it still doesn't work, try to add the banner to your client as well as external_override_texts and external_override_varialbes. Also, you can try to change the Habbo.swf.

Clearly it's an SWF issue somewhere, but looking at previous threads where people have announced a 'certain percentage' halt, they haven't given a solution/fix. So I can only recommend to try it localhost first before making it public, or experiment with other SWFs.
