2008 Roumen instead of Tabbot Town

I'm using the Odin client.

How do I go about using the 2008 Roumen instead of the original, Tabbot Town.
I never liked Tabbot Town.

It's RouO

I thought RouO was Ancient Roumen?

It is
RouN is the roumen you don't want
Rou is the roumen you want
RouO is the ancient roumen

So what file(s) do i need to modify to get the NPCs to spawn there instead of Tabbot town? I was able to goto Roumen just not have the NPCs show up
