is it possible to host one on a Pentium 2 at 400mhz with 256 mb sdram?
will it be playable, since it wont have more then 2 connections at a time?

Yes, it would start. I've been able to get it running on a Pentium 1 - 133 Mhz on 128 MB RAM. The load time is nearly two hours as opposed to 10 minutes on new model machines. I would not recommend hosting a public server for more than 10 people on the specs you mentioned above.
