Where Can I Get A Cheap Testing Server?

I'm launching the Alpha Testing phase for my game later next week.

I want to find a cheap host that I can use throughout the Alpha & Closed Betas.

It needs to be able to support roughly 30 Players on at any time (that's the expected total users during the Betas).

I don't need DDOS protection during the beta testing periods. That being said, I will not be choosing HyperFilter. However, I will be choosing them as my Open Beta & Official Release host....

I just need a cheap solution for the time being. I would prefer something within the range of 50-100 USD a month, but I'm willing to go to 150 USD if I have to.

Needs to have Windows OS.
Also they need to accept PayPal, and I would prefer it if I didn't have to send them documents(such as my passport or piece of ID).

Hetznor was my first choice, but they require me to send them a copy of my passport..
Anyone got any ideas?
