@ninoq you must be kidding to give 10 USD/ 8.97Euro for a server that you wanna host an Season 8/9 server, thats a joke mate.
you need atleast 4GB ram the minimum, also VPS aren't good choice from just random sites, cus for 4gb u must pay 30 euro and hdd will be low and price is expensive so maybe a virtual server from bee2host.com as i explained before.
So get more cash like 25+ Euro and find a proper host where you will be able to work comofortable without lags and such.
also about your problem, my friend DC from the server has different solutions.
1. your server isnt running properly
2. your server IP's in server and client side aren't set correctly
3. your ports are not opened 44405/55901/55919 TCP or TCP AND UDP
4. Run your server and go to Open Port Check Tool type 44405 and see if its running, if not then u must learn to allow those ports.

im hosting server at my own pc
i got a modem prolink h5201
and d-link router
here what i got at prolink fortwarding

you are doing portforwarding right, are u sure the lan ip is the one ur modem is using? also if canyouseeme.org says fail for ports, did u run ur server first and then check?
