Like @sunnyboy says, what we usually see with v83 servers is rather boring.
My opinion is, make a new server only if you can bring something new to the table, like never-before-seen and high quality custom features or just an extremely high quality emulation of v83. Most "generic" v83 servers don't survive for more than a few weeks anyway.

I've played v62 and v83 the last 4 years, and personally I prefer the v83. But if you want to host a new one you have to do some new custom changes... but consider that you don't have to destroy the feel of play a old version.
suggestions:
Spoiler:
1.- I think that is very important that Maker skill have to work correctly.
2.- All bosses have to be gms-like (Papulatus, HT, PB, Pianus, Zakum, Targa/Scar)
3.- The server have to be of low rate
4.- The quests to get exp and fame have to work.
5.- Add new content of nx style, faces, hairs, pets, chairs from v16x. But don't add the items. They destroy the v83
6.- Gachapon have to be gms-like.
7.- I recommend make a custom BossPQ for highlvl players
8.- I'd like to see new maps and bosses from others versions like (Chaos Zakum, Chaos Horntail, Dragon Rider PQ) They are pre-bb anyways
Is just my personal opinion
but if I have to be honest, I'd like to play a v90 f4

If you want to make a server then go ahead. It might not be overly successful but if you have fun doing it and maybe learn some things in the process then what's the harm?

Lol, OP isn't going to be making the next Extalia. Neither of the things you mentioned are an issue for a low playerbase server.

You can, but don't necessarily expect to gain much traction with v83. If you know a bunch of people who want to play v83, that would be a generally good idea for a starting population. From there, you can build a community if you still think you want to run a server. Depending on how experienced you are with programming, you can definitely make a bigger impact in v83 than many people may expect. It all really depends on your individual effort first and foremost.
Though, if you want something relatively unique for v83, you can hack Evan in which is ~90% working on the client side (and about 70-80% functioning as intended - some animation frames are just simply broken). It doesn't seem like many people know how to bypass the hard checks (or just don't know about it?) even though it's literally just replacing checking code with nops. Forced higher resolution clients are also possible, but are a pain to actually get working properly (mostly just because you need to manually change the size in a bunch of places and rendering locations for on-screen images). Would be more interested in someone gathering all of the addresses and making it changeable on the fly via some injected process.

Waste of money? It costs about $5-$10 to pick up a cheap VPS. Smart people will use this to learn about Java and Linux, which is an invaluable experience. Dumb people will slap a repack and call it a day.

Higher resolution in v83, did you ever get that to work? I tried changing it in a few places but it never did anything, I gave up thinking it needed to be changed in a lot more around the client and was too much of a hastle

You're just mad it wasn't the Eric class. Hue.
It does work, the UI and mouse bounds are a bit messed up if you just brute force a lot of them (there's a bunch of locations in the client), but otherwise possible.
